Woodlands Community Introduce
Woodlands Community, located in the charming city of Hornell, New York, is a distinct residential development tailored specifically for the 55 and over population. As an age-restricted community, it provides a specialized living environment that prioritizes peace, independence, and a sense of collective ownership. Unlike many mobile home parks owned by outside corporations, Woodlands Community Inc. operates with a resident-focused structure, often categorized as a resident-owned community. This model allows those living within the park to have a more direct say in the governance and maintenance of their neighborhood, fostering a unique atmosphere within Steuben County.
The community is designed for active adults who wish to downsize without sacrificing the comforts of a traditional home. With approximately 96 sites, the park features a variety of manufactured home styles, ranging from classic single-wides to spacious double-wide units. Many of these homes incorporate modern features like peaked roofs, lap siding, and attached carports, blending seamlessly into the rural New York landscape. For residents of the Southern Tier, Woodlands Community represents an affordable path to homeownership, where one can enjoy the benefits of a managed neighborhood while maintaining a private residence.
Location and accessibility are key components of the Woodlands Community experience. Situated at 1190 Webbs Crossing Road (also known locally as County Route 66), the park is nestled in a quiet area that feels removed from the noise of the city while remaining just minutes from Hornell’s central business district. The address is conveniently positioned near State Route 36 and Route 21, providing easy transit for residents who frequently travel to neighboring towns like Bath, Alfred, or Dansville. This strategic placement ensures that while the community enjoys a tranquil, country-like setting, essential services are always within reach.
For those who rely on local conveniences, the park's location is highly practical. It is situated within the Arkport Central School District, and though it is an age-restricted community, its proximity to local parks, grocery stores, and medical facilities makes it a convenient choice for seniors. The surrounding terrain is typical of the beautiful Finger Lakes region transition zone, characterized by rolling hills and scenic vistas. Accessibility within the park is facilitated by paved streets and designated off-street parking for residents, ensuring that navigating the community is safe and straightforward for those with varying mobility needs.
The services offered at Woodlands Community are focused on maintaining the infrastructure of the park and providing social spaces for its residents. Because the community is resident-managed through an elected board, the services are directly tied to the lot rent and community fees paid by the homeowners. These services are designed to alleviate the burdens of traditional homeownership, such as major road maintenance and common area upkeep, allowing residents to enjoy a more relaxed lifestyle.

Woodlands elected board is extremely reactionary and retaliate against residents who make the president pat emerson do her job she was elected for.I strongly reccomend finding another place as its also now a 55+ community and have tried to remove ME AND MY FAMILY since they changed to a 55+ comminity after i moved in. Not to mention my lawn was destroyed mearly 4 years aho and they still have to repair my lawn via landscaping. The elected officials do not do anything but fondle each other ans protect each other from having to actually be held accountable for anything. And the taxes are ludicrous as we pay lot rent which is supposed to go towards taxes but whatever.
My aunt has lived here several years. Really disappointed that its mainly elderly living here and there's no street lights. Poles but no lights. Used to but must cost too much to keep your elders safe.
Woodlands is. 55+ community now. They changed that ablut 3 years ago and have been trying to kick out anyone under that age. Anyone under 55 count your days. Cuz pay emerson has harassed a few younger tenants trying to get them to leave. They are trying to force out younger peoples.
I’ve lived in the park for 10 years and they are doing great things. Owners only pay taxes on their home. The community pays land taxes. We are a 55+ community but have 20% space allocated to under 55.
You have to pay taxes even though you have to pay lot rent as well. Owner should be paying taxes.
